The Neighbourhood Passport (in Dutch: Buurtpaspoort) is a data-driven neighbourhood scan from the Transform approach that shows which transitions in a neighbourhood need attention. The instrument has two layers: a quickscan and a deep dive, both based on CBS statistics.

Physical characteristics (such as extensive paving or little greenery) and socio-economic characteristics (such as unemployment or loneliness) are shown in coherence, so a municipality can prioritise neighbourhood tasks objectively before drawing up an agenda with residents. The Neighbourhood Passport thus forms the factual basis under the Neighbourhood Agenda and the choice of linked tasks. Source: Transform Zuid-Holland, buurttransform.nl (in Dutch).
