The Neighbourhood Agenda (in Dutch: Buurtagenda) is the participation instrument of the Transform approach: it gives municipalities tools to involve residents in naming needs and setting priorities for their neighbourhood. Where the Neighbourhood Passport provides the facts, the Neighbourhood Agenda brings in the perspective of the neighbourhood itself — what is going on, what is urgent, where the energy is.

The combination prevents an approach that is technically sound but fails socially, and increases support for the chosen linked tasks in the neighbourhood implementation plan. Source: Transform Zuid-Holland, buurttransform.nl (in Dutch).
