Transform: a neighbourhood approach for municipalities
New Economy developed the Transform approach together with the province of South Holland, Squarewise and Van Vieren: three instruments that help municipalities recognise, prioritise and connect challenges at neighbourhood level.

A co-creation of a province, municipalities and three partners
Transform was initiated by the province of South Holland. The municipalities of Schiedam, Delft and Vlaardingen worked together on the programme from December 2021 to April 2022, guided by Squarewise, Van Vieren and New Economy.
The programme uses action learning: instruments are developed and tested directly in practice. The energy transition acts as a flywheel for tackling other neighbourhood challenges, such as socioeconomic issues, climate adaptation, mobility and urban development. Based on a shared workbook, the instruments Neighbourhood Passport, Neighbourhood Agenda and Linked Challenges with a Social Impact Analysis (SIA) were developed further and made available to municipalities through buurttransform.nl.

Neighbourhood Passport and Neighbourhood Agenda
Every neighbourhood is different. The Neighbourhood Passport and the Neighbourhood Agenda together show which challenges a neighbourhood faces and which priorities residents give them.
Consists of a quick scan based on 2019 national statistics and an in-depth version with a municipality’s own data, showing which transitions need attention in the neighbourhood.
A step-by-step plan to reach a shared ambition for the neighbourhood together with residents and other stakeholders: the narrative that guides interventions.
Social Impact Analysis (SIA)
The SIA shows which combination of challenges, called linked challenges, creates the most social value for a neighbourhood.
The analysis is based on earlier social cost-benefit analyses (SCBA) and other sources, and quantifies social effects in a financial value wherever possible. That value is an indication, mainly meant to support the conversation about social value, not to be treated as an exact outcome. Using this method, Transform identified 20 linked challenges that create social, economic and ecological value for a neighbourhood.
Three tools make the linked challenges accessible: the Value Game, played together with colleagues and stakeholders to explore them; an Integrated Challenges overview showing how challenges reinforce each other; and a Challenges Overview that indicates cost and value per challenge.
