Gelderland Climate Plan: 1.3 to 2.6 Mton CO₂-eq reduction target for mobility in 2030

The sector-wide reduction target for mobility and transport stands at 1.3 to 2.6 Mton CO₂-eq in 2030 according to the Gelderland Climate Plan (p. 83). This target explicitly includes the energy-related emissions of the sector and is therefore separate from the non-energy Drawdown potential, which comes out at 0 Mton.

The contrast between a policy target of 1.3 to 2.6 Mton and a Drawdown potential of 0 Mton shows the different reach of the two frameworks. The Climate Plan counts the full, predominantly energy-related mobility emissions, while the Drawdown analysis confines itself to the non-energy residual stream. The actual climate gain in this sector must therefore come mainly from the energy and fuel transition, not from separate non-energy measures.
