The ambitious reduction potential within mobility in Gelderland is determined above all by the commitment to zero-emission zones and smarter transport; parking policy and area development are strongly connected to it.
That two measures are so decisive together means the result is vulnerable to the choices around them: without matching parking policy and a spatial layout that supports clean transport, part of the potential remains unused. For municipalities, this links the climate file to the existing instruments for parking and area development. For the province, it underlines that the mobility task cannot be seen separately from spatial planning.
