Spatial planning determines how many people can travel cleanly: within residential centres, as much as possible lies within walking distance, while beyond them the bicycle, the train or a clean self-driving shared car takes over the journey. Daily traffic then matches the scale of the place.
Anchoring this transition picture early in zoning plans prevents new neighbourhoods from being designed around the car again. Proximity of amenities and good public transport hubs make the clean choice obvious rather than exceptional. For municipalities in Gelderland and the province, spatial planning is therefore one of the most powerful levers for structurally lowering mobility emissions.
