Climate policy has found a place within the various sectors of the province of Utrecht, but this has produced fragmented policy without one place where targets are set and progress is tracked.
The assessment’s advice: establish one central plan-do-check-act cycle in which climate targets are set, actions are executed, progress is monitored and results are adjusted. The climate monitor the province is developing can play a central role in it.
