Just 1% of Gelderland’s non-energy emissions come from mobility and transport, and that small share is dominated by nitrogen rather than CO₂.
The composition matters as much as the size. Because the non-energy slice is largely nitrogen, measures aimed purely at CO₂ would miss most of what this 1% represents, while nitrogen-focused action speaks more directly to it. For Gelderland, where nitrogen is already a binding constraint on permitting and land use, this overlap means transport policy can serve two goals at once. Separating the nitrogen and CO₂ components helps municipalities target the right instrument instead of treating the sector’s non-energy emissions as a single block.
