Food vouchers bridge households into reach

Food vouchers through the Red Cross are described in the exploratory SCBA as a way to reach households that do not automatically appear in regular food-support channels. The intervention acts as a bridge into reach and direct support.

The SCBA uses about €0.29 million in costs and about €0.86 million in benefits. That gives a benefit-cost ratio of about 3.6. The measure is useful as temporary or targeted support, but it does not replace structural food infrastructure.
