The exploratory SCBA on food initiatives in Amsterdam-Noord uses 14 interventions to make policy choices comparable. The interventions are not one mandatory package, but a policy menu covering emergency support, logistics, food processing, coordination, financing and structural anchoring.
This approach makes it possible to compare measures with different functions: direct support, prevention, reach, food-waste reduction, health, coordination and implementation capacity.
