Neighbourhood insulation: €33 million in value against €7 million in costs

Insulating existing homes is the linked task with the largest absolute value in the integrated neighbourhood approach: a model neighbourhood gains around €33 million in societal value against roughly €7 million in costs — every euro invested returns more than €4.50.

The gains reinforce each other: lower energy bills and higher property values (economic), a healthier indoor climate (social) and lower CO₂ emissions (ecological). National government contributes up to 30% of insulation costs, and 80% of the potential sits in homes built before 2000.
