Gelderland emitted 18.1 Mton CO₂ in 2021, which shows the scale of the provincial climate task. The number is useful because it places individual measures in context: a reduction route only becomes credible when it is compared with the total emissions base and the pace needed towards 2030.
The Climate Opportunities Map uses this kind of baseline to compare domains and identify where implementation has the highest leverage. Energy, mobility, built environment, industry, agriculture and land use each contribute differently. The baseline therefore supports prioritisation, sequencing and a portfolio approach rather than isolated measures.
