Three matrices form the backbone of the Carbon Sequestration House for Noord-Holland. This assessment framework links the sequestration methods in turn to societal tasks, to policy and to concrete provincial opportunities, so that it becomes visible where the largest gain for the province lies.
The matrix ordering shows that natural methods correlate with virtually all societal tasks, while technological methods are associated with a more limited number. For Noord-Holland the house therefore functions as a decision instrument: it helps administrators prioritise which proven, affordable forms of sequestration serve several goals at once, soonest, within the space and means available to the province.
