Because 2022 is not representative for scope 3 emissions due to fleet expansion, the Ride-Check report uses emissions per passenger-kilometre as the steering metric. New vehicles bring one-off production emissions, while their transport performance only counts fully in later years, so absolute annual figures tell just part of the story in a growth year.
The intensity metric makes years with different fleet sizes comparable and shows whether the service becomes cleaner per kilometre delivered. For growing mobility providers this is an important methodological insight: steering on intensity prevents growth from being mistaken for deterioration, and keeps the focus on structural improvement per passenger-kilometre travelled.
