A reduction potential of 5.1 Mton dwarfs what most other sectors can offer, which means choices about heat demand, cleaner generation, efficiency and flexible electricity use carry disproportionate weight for the overall target. For Gelderland, concentrating effort where the potential is largest gives municipalities and the province a clear ordering: energy measures move the total furthest per unit of attention and investment.
