Healthy food becomes a public basic provision when food initiatives do more than emergency support. In the exploratory SCBA for Amsterdam-Noord, food initiatives create value through several routes at once: household spending space, access to healthy meals, avoided food waste, activation, social connection and a practical safety net.

The point is to treat healthy food as neighbourhood prevention infrastructure. That changes the policy question from temporary project funding to reliable organisation, locations, volunteers, logistics and cooperation between the municipality, care partners and residents. Healthy food then becomes part of social resilience, not only a separate food programme.
